Mrs. Liu was co-founder in 1997, and serves as President of Justice Benefits,
Inc. ("JBI"). Robin has overall responsibility for the operations of the
Company. She began her government consulting career in 1993, working with
hospitals and health care entities to enhance claiming of Medicaid dollars.
During her tenure with JBI she has applied her experience to the oversight and
evaluation of a multitude of federal programs; with the ever present goal of
optimizing federal reimbursements for our clients. Her technical expertise
includes procedures and methods to enhance claiming of federal reimbursements.
During her tenure, JBI has assisted over 700 state and local political entities
enhance claims for federal dollars due to them. Mrs. Liu has a Bachelor of Arts
degree in Advertising from the University of Texas at Austin.

Mrs. Wolf was co-founder in 1997, and serves as Executive Vice President of
Justice Benefits, Inc. Teresa is responsible for client relations, data
requests, claim compilation, and quality assurance procedures for Justice
Programs. Teresa has over nine years of experience working with governmental
entities to maximize their revenue. Specifically, Teresa has spent the past five
years working with our clients' financial offices and justice departments to
optimize claims for state and federal reimbursements available to them. She has
supervised the development of JBI proprietary software for claim preparation,
and administers the processes created to ensure maximization of each of JBI's
client's claims. Mrs. Wolf has a Bachelor of Arts degree in Government from
the University of Texas at Austin.

Kimberly King is JBI's Senior Vice President of Business Development. Kim and her team
are responsible for the retention of all current JBI clients and the expansion
of JBI's products to new clients. Plus, Kim is intimately involved in the
research and introduction of new products for our clients. Her staff consists
of Regional Account Managers whose responsibilities include keeping clients in
their respective regions fully informed of their specific claiming progress, as
well as informing prospective new clients of our services. Prior to joining JBI
in 2001, Kim was a case manager with a county-based Mental Health and Mental
Retardation Center. As such, Kim worked with county and state agencies to
better assist the needs of clients. This rewarding experience is reflected in
her work with JBI today as she clearly understands the limited time, budget and
resources available to county and state employees. Mrs. King earned a Bachelor
of Arts degree in Psychology from the University of North Texas.

Vicky McSwane is JBI's Senior Vice President of Child Welfare Programs. Vicky is
responsible for several JBI child welfare programs that serve over one hundred
counties nationwide on an on-going basis. Vicky directly oversees two
specialized teams who are trained in federal reimbursement claiming for state
and local political entities. These two specialized teams of consultants (i.e.,
Operations and Financials), are dedicated to meeting the day-to-day needs of
clients, as well as providing ongoing training and state-of-the-art technical
support. Vicky also is responsible for working closely with state agencies to
implement new federal programs for our clients. Prior to joining JBI in 2002,
Vicky worked as a Juvenile Probation Officer and contract Parole Officer for two
years in Caldwell County, Texas. Ms. McSwane earned a Bachelor of Science
degree in Criminal Justice from Southwest Texas State University.

Michael Moore is JBI's Vice President of Government Affairs. Michael is a registered
lobbyist and works with Members of Congress and their respective staff on
reimbursement programs for state and local governments. In addition, Mike is
responsible for maintaining client relations with JBI's east coast clients.
Prior to joining JBI in 1999, Michael worked at the Embassy of Australia, where
he served as a Congressional Liaison Officer. In his capacity with the Embassy,
he served as a primary contact to the United States Congress. Prior to his
service at the Embassy, Michael worked on Capitol Hill for a Member of Congress
from the State of California. He received a Master of Public Administration
degree from George Mason University and a Bachelor of Arts degree from the
University of California, Irvine.

Amy Hoffmann serves as the Senior Vice President of Financials and Special
Projects. Mrs. Hoffmann manages the financial portion of all our justice department claims. Mrs.
Hoffmann is also responsible for special projects including cost studies and other various
quarterly and monthly claims for several of our clients. Prior to joining JBI in 2004, Amy
received a bachelor of business administration from Florida Atlantic University. Mrs. Hoffmann
attends training sponsored by Office of Management and Budget (OMB). These trainings include:
Cost Principals: OMB Circulars A-21, A-122, A-87, and FAR 31.2 and Developing IDC Rate Proposals
and CAPs for State, Local, and Tribal Under A-87.

Michelle Coté serves as the Vice President of Justice Programs at Justice
Benefits, Inc. Ms. Cote’ and her team work toward the mission of sending not only claims with
the highest degree of accuracy possible, but also claims that are maximized to their fullest
potential for jurisdictions nationwide. She works with information systems professionals to
create proprietary software to keep the processes as efficient as they can be. Prior to joining
JBI in 2005, Michelle worked as a legal assistant for a law firm in Long Island, New York, as
well as an assistant at a courthouse and police station in Long Island and as an intern at the
Middlesex Judicial court in probation and bail commission in Middlesex, Connecticut. Michelle has
over seven years of experience working in the criminal justice field. Mrs. Coté earned a Bachelor
of Arts Degree in Criminal Justice and Political Science from Quinnipiac University. She is expected
to graduate with a Master’s Degree in Management from the University of Dallas in the fall.
